Pick Harvest if the goal is to invoice and get paid in one place. Pick Toggl if the team only adopts a tool when the timer disappears into the menu bar. Look at Rabbiit if the question is “was the week approved, did capacity blow up, did the project margin close?”

Native invoicing: Harvest wins — and Harvest’s official page says extra invoices, projects, clients, and tasks are billed on usage, on top of the seat.
